It is built for owners of residential HVAC companies, especially those hiring across a state line or opening a second territory. Every entry is a snapshot of what the cited source published on the verification date; it is a research starting point, not legal advice.
New Jersey, field by field.
- Contractor licensing authority
- State Board of Examiners of Heating, Ventilating, Air Conditioning and Refrigeration Contractors, created "within the Division of Consumer Affairs in the Department of Law and Public Safety" (N.J.S.A. 45:16A-3, enacted by P.L.2007, c.211, "The State Heating, Ventilating, Air Conditioning and Refrigeration Contracting License Law" (45:16A-1), approved December 20, 2007); nine members including three practising Master HVACR contractors, two mechanical inspectors and one HVACR journeyperson (45:16A-3).
- HVAC licence required
- Statewide — "A person, firm, partnership, corporation or other legal entity shall not engage in the business of HVACR contracting or advertise in any manner as a Master HVACR contractor or use the title or designation of 'licensed Master HVACR contractor' or 'Master HVACR contractor' unless authorized to act as a Master HVACR contractor pursuant to the provisions of this act." (N.J.S.A. 45:16A-7 b.); the Act states no dollar threshold. Exempt: a single-family homeowner who occupies the dwelling and "solely performs HVACR work on his own dwelling, upon receipt of all required permits", except work involving CFCs or HCFCs, which only a licensed Master HVACR contractor may perform (45:16A-9); public utilities regulated under Title 48 and their holding companies' premises (45:16A-10); liquefied petroleum gas marketers licensed by the Department of Community Affairs (45:16A-12); persons licensed by the State — architects, professional engineers, electrical contractors, master plumbers, or a chimney service professional registered as a home improvement contractor — acting within their scope (45:16A-8), with master plumbers' and electrical contractors' permitted heating and ventilation work listed in 45:16A-27 and electrical work above 30 volts barred to master plumbers and Master HVACR licensees except replacements (45:16A-28). No municipality, local board of health or other agency may require a licensed Master HVACR contractor "to obtain any additional license, apply for or take any examination, or pay any licensing fee." (45:16A-11), and none may issue or renew a Master HVACR licence (45:16A-6).
- Licence classes & qualifications
- Master HVACR contractor licence, held by a bona fide representative (owner, partner, manager or executive officer) of the licensed business entity, who must have "studied and performed the majority of 'HVACR'" (45:16A-2, as amended by P.L.2018, c.99). Qualifications (45:16A-13, as amended by P.L.2018, c.99): "The person shall be 21 or more years of age and a citizen or legal resident of the United States, and shall have been employed in the HVACR contracting business for a period of five years next preceding the date of his application for a license. One or more of the five years shall have been spent while engaged or employed as an HVACR journeyperson or licensed plumber engaged in the work described. At least four years of the five years shall have been spent in an HVACR apprenticeship or other training program, including, but not limited to, steamfitter, pipefitter or sheet metal apprenticeship programs, approved by the United States Department of Labor"; completion of an HVACR program at an accredited technical school, trade school, county college or community college satisfies two of the four apprenticeship years; alternatives are a bachelor's degree in HVACR technology plus one year installing HVACR systems, or a bachelor's degree plus three years directly supervising HVACR installation. Examination required (45:16A-5; 45:16A-14 — held at least four times a year; a failed candidate waits six months before re-examination); the application and fee are filed 30 to 60 days before the examination date (45:16A-13).
- Insurance / bond minimum
- Surety bond "in favor of the State of New Jersey in the sum of $3,000" before undertaking any HVACR work; "The bond shall be for the term of 12 months and shall be renewed at each expiration for a similar period." and "No municipality shall require any similar bond" (45:16A-23). General liability, as a condition of obtaining and retaining the pressure seal and renewing the licence: "The minimum amount of general liability insurance shall be $500,000 for the combined property damage and bodily injury to or death of one or more persons in any one accident or occurrence" (45:16A-24 a.), with a replacement certificate filed before a cancelled or non-renewed policy lapses (45:16A-24).
- Reciprocity
- None published. Statute: "The board may in its discretion grant licenses without examination to applicants so licensed by other states; provided that equal reciprocity is provided for New Jersey Master HVACR contractors by the law of the applicant's domiciliary state and provided further that the domiciliary state's standards are equal to or comparable to those of this State." (45:16A-21).
- Renewal & continuing education
- "Licenses shall be renewed biennially by the board upon written application of the holder and payment of the prescribed fee and renewal of the bond required by section 23 of this act." (45:16A-15); renewal without re-examination if applied for within 30 days before or after the expiration date, after which the board may require re-examination (45:16A-15). Continuing education is a condition of biennial renewal (45:16A-16); the board sets the credits, "except that the number of credits required shall not exceed five in any biennial license period" (45:16A-17 a.(1)), each hour of instruction equalling one credit (45:16A-17 b.); "The board shall not require completion of continuing HVACR education credits for an initial renewal of license." (45:16A-19); hardship waivers (45:16A-18) and one-period carry-over of excess credits (45:16A-20). The credit number set by Board rule (N.J.A.C. 13:32A) was not readable in this pass.
- Home-improvement contract rule
- Contractors' Business Registration Act, N.J.S.A. 56:8-136 et seq., as amended by P.L.2023, c.237 (approved January 8, 2024): "No contractor business shall offer to perform, or engage, or attempt to engage in the business of making or selling home improvements unless registered with the Division of Consumer Affairs" (56:8-138 a.); "Every contractor business shall annually register with the director." Written contract: "Every home improvement contract for a purchase price in excess of $500, and all changes in the terms and conditions of the contract, shall be in writing." signed by all parties and stating the contractor business's legal name, business address and registration number, the licensed contractor's licence number, a copy of the commercial general liability certificate with the insurer's telephone number, and the total price including finance charges (56:8-151 a.); "a home improvement contract may be cancelled by a consumer for any reason at any time before midnight of the third business day after the consumer receives a copy of it." and "All moneys paid pursuant to the cancelled contract shall be fully refunded within 30 days of receipt of the notice of cancellation.", with a prescribed "NOTICE TO CONSUMER" in at least 10-point bold-faced type (56:8-151 b.). Insurance and security for registrants: "proof of a certificate of commercial general liability insurance in a minimum amount of $500,000 per occurrence and workers' compensation insurance unless exempted by law" (56:8-142 a.), plus a compliance bond, irrevocable letter of credit or other security maintained throughout registration (56:8-142 e.) of at least $50,000 for a contract over $120,000 or $750,000 or more of contracts in the previous 12 months, $25,000 for a contract between $10,000 and $120,000 or $150,000 to $750,000 in the previous 12 months, and $10,000 for a contract under $10,000 or under $150,000 in the previous 12 months (56:8-142 f.). Exemption (56:8-140 c., text as published in the 2008 copy read; this section is not among those amended by P.L.2023, c.237): "Any person regulated by the State as an architect, professional engineer, landscape architect, land surveyor, electrical contractor, master plumber, or any other person in any other related profession requiring registration, certification, or licensure by the State, who is acting within the scope of practice of his profession". P.L.2023, c.237 also enacted the Home Improvement and Home Elevation Contractor Licensing Act, N.J.S.A. 45:5AAA-1 et seq.: "no individual shall perform home improvement services or home elevation services unless licensed by the board." (45:5AAA-9), with the same State-licensed-profession exemption (45:5AAA-12 b.) and "not less than six hours of continuing education" as a condition of licence renewal (45:5AAA-18); under § 40 the act took effect immediately, but sections 9 through 13 (including 45:5AAA-9) "shall remain inoperative until" the first day of the sixth month after the new State Board of Home Improvement and Home Elevation Contractors adopts rules (§ 5), and sections 7, 8 and 14 through 20 (including 45:5AAA-18) "shall be effective on the first day of the 25th month next following enactment" — February 1, 2026, counting from the January 8, 2024 approval.

What to confirm.
Statute fields were verified on 2026-10-14 against the Legislature's enrolled session laws (P.L.2007, c.211; P.L.2018, c.99; P.L.2023, c.237), the Contractors' Registration Act copy hosted by NJ DEP (2008 text) and the Division's HICB initial registration form. Not verified: the Authority URL and the Division's HVACR and HIC web pages (script-rendered; body empty to every fetch), so current fees, the Board's continuing-education credit number under N.J.A.C. 13:32A, and any amendment to N.J.S.A. 45:16A after P.L.2018, c.99 were not read; the current text of 56:8-140 was read only in the 2008 copy. Confirm with the Board the CE credit number and fees, and confirm with the Division whether a Master HVACR licensee performing residential work must also register under 56:8-138 given the 56:8-140 c. exemption. Pending change: P.L.2023, c.237's individual-licensing provisions (45:5AAA-9 to -13) phase in six months after the new State Board of Home Improvement and Home Elevation Contractors adopts rules; sections 7, 8 and 14–20 took effect February 1, 2026.
