[ 01 ]WHAT THIS PAGE ISSCOPE

This page lists what Virginia publishes about licensing an HVAC or mechanical contractor and contracting with homeowners: who issues the licence, whether one is required statewide, the classes and qualifications, insurance or bond minimums, reciprocity with other states, renewal and continuing education, and the state's home-improvement contract statute if it has one.

It is built for owners of residential HVAC companies, especially those hiring across a state line or opening a second territory. Every entry is a snapshot of what the cited source published on the verification date; it is a research starting point, not legal advice.

What to confirm.

Tradesman licence term: 18VAC50-30-120 A (amended effective August 1, 2025) sets three years, while the DPOR Tradesmen page's FAQ still refers to 'the two-year term of the license'; confirm with the Board for Contractors (804-367-8511) the term printed on a newly issued licence. Local licensing: Va. Code § 54.1-1117 allows localities to require a local licence for the business of home improvement from contractors other than those licensed under § 54.1-1106 (Class A), and Fairfax County states it requires a Fairfax County Home Improvement License of Class C contractors who perform residential work 'and who qualify by having the Home Improvement or Building classification on their state license'; confirm requirements with the locality. The $7.25-per-year Technology Fee took effect July 1, 2026. The 2025 Acts chapter 127 and 133 pages returned HTTP 500 on 2026-10-20; the class thresholds above are from the current text of § 54.1-1100.
