[ 01 ]WHAT THIS PAGE ISSCOPE

This page lists what North Carolina publishes about licensing an HVAC or mechanical contractor and contracting with homeowners: who issues the licence, whether one is required statewide, the classes and qualifications, insurance or bond minimums, reciprocity with other states, renewal and continuing education, and the state's home-improvement contract statute if it has one.

It is built for owners of residential HVAC companies, especially those hiring across a state line or opening a second territory. Every entry is a snapshot of what the cited source published on the verification date; it is a research starting point, not legal advice.

[ 02 ]THE STATE RULEDATASHEET

North Carolina, field by field.

Contractor licensing authority
North Carolina State Board of Examiners of Plumbing, Heating and Fire Sprinkler Contractors — the Board's home page states it ensures applicants meet minimum qualifications for contracting in the "plumbing, HVAC, fuel gas piping, and fire sprinkler trades" under "General Statutes Chapter 87, Article 2 (Board Laws)" and "21 North Carolina Administrative Code, Chapter 50 (Board Rules)".
HVAC licence required
Statewide — G.S. 87-21(b)(3): "a license shall be obtained, in accordance with the provisions of this Article, before any person, firm or corporation shall engage in, or offer to engage in, the business of plumbing, heating, or fire sprinkler contracting"; the section sets no dollar threshold. Residential HVAC is "heating, group number three" — a direct heating or cooling system with "a mechanical refrigeration capacity of 15 tons or less" (G.S. 87-21(a)(4)) — and "Systems installed in single-family residences are included under heating group number three, regardless of size" (G.S. 87-21(a)(3)). 21 NCAC 50 .0508(a): a Heating Group No. 3 licence is required "for the installation or replacement of a furnace, air handler, heat pump, package unit, ductwork or condenser" in a group three system; 21 NCAC 50 .0501(b)(2): no licence is required where "cooling is provided by a unitary appliance such as a window unit". G.S. 87-21(c): the Article "shall not apply to those who clean plumbing drains or those who make minor repairs or minor replacements to an already installed system of plumbing, heating or air conditioning"; minor repairs or replacements "shall include the replacement of parts in an installed system which do not require any change in energy source, fuel type, or routing or sizing of venting or piping. Parts shall include a compressor, coil, contactor, motor, or capacitor." 21 NCAC 50 .0506(e)-(f): a connection, repair or alteration that "if poorly performed creates risk of fire or exposure to carbon monoxide" is not a minor repair, and a repair not listed in the rule is not minor by that omission.
Licence classes & qualifications
G.S. 87-21(b)(1): Class I covers "all plumbing, heating, and fire sprinkler systems for all structures"; Class II covers "plumbing and heating systems in single-family detached residential dwellings". 21 NCAC 50 .0301(a) lists the examination categories, including Heating Group No. 1 Contracting Class I and II (steam, vapor or hot water systems, G.S. 87-21(a)(2)), Heating Group No. 2 Contracting Class I (systems over fifteen tons, G.S. 87-21(a)(3)), Heating Group No. 3 Contracting Class I and II, and Fuel Piping Contractor; each contractor applicant passes "both the business and law part and the technical part" (21 NCAC 50 .0301(b)) with a grade of 70 out of 100 (21 NCAC 50 .0305). Experience: "2 years (4,000 hours) on-site full-time experience" in installation, maintenance, service or repair of plumbing or heating systems, of which "up to one-half (2,000 hours)" may be directly related academic or technical training (Board Applicant Information page; 21 NCAC 50 .0306(b)); G.S. 87-21(b)(3): "the experience required may not exceed two years." Fees: an application for a licence by examination is "one hundred-fifty dollars ($150.00), consisting of an application fee of seventy-five dollars ($75.00) and an examination fee of seventy-five dollars ($75.00)" (21 NCAC 50 .1101(c)); the annual plumbing, heating or fuel piping contractor licence fee is $150 (21 NCAC 50 .1102(a)). Board Applicant Information page: "Examinations are given on a daily basis at seven testing centers throughout the state"; "Failing applicants must wait 90 days before retesting" (also G.S. 87-21(b)(6)); passing applicants "submit the completed License Activation Form and fee within 45 days of passing the exam" (also 21 NCAC 50 .1101(c)).
Insurance / bond minimum
None found — G.S. 87-21, G.S. 87-22, the Board's Applicant Information, License Renewal and Board Laws & Rules pages, and the full text of the 21 NCAC Chapter 50 rules (reports.oah.state.nc.us, read 2026-10-14) contain no liability-insurance or surety-bond requirement for a plumbing or heating contractor licence; the only insurance references in Chapter 50 concern fire-sprinkler inspections carried out for insurance underwriting.
Reciprocity
Board Applicant Information page: "There are no license reciprocity agreements with any other state." The same page describes a Technical Examination Waiver Agreement with South Carolina for plumbing and HVAC contractors (the applicant still passes the North Carolina business law examination) and eligibility under the Neighbor State Licensing Recognition Act for permanent North Carolina residents licensed in Georgia, South Carolina, Tennessee, Virginia or West Virginia. G.S. 87-21(g): "The Board may, in its discretion, grant to plumbing, heating, or fire sprinkler contractors licensed by other states license of the same or equivalent classification without written examination upon receipt of satisfactory proof that the qualifications of such applicants are substantially equivalent to the qualifications of holders of similar licenses in North Carolina and upon payment of the usual license fee." 21 NCAC 50 .0310: "The Board shall grant license by reciprocity only pursuant to reciprocal licensing agreements worked out with various states after mutual review of the applicable licensing standards and examinations." G.S. 87-22.2(b): the Board "shall not issue a license for a foreign corporation unless the corporation has obtained a certificate of authority" from the Secretary of State.
Renewal & continuing education
Annual. G.S. 87-22: "All licenses shall expire on the last day of December in each year following their issuance or renewal"; the annual plumbing or heating licence fee is "not to exceed one hundred fifty dollars ($150.00)" and is set at $150 by 21 NCAC 50 .1102(a); if the fee is not paid "during the month of January in each year" the Board "shall increase the license fee by twenty-five dollars ($25.00)". Board License Renewal page: "there is NO GRACE PERIOD following the expiration of a license"; 21 NCAC 50 .0409: "An expired license may be reinstated within three years of the date of expiration upon written request and upon payment of the current license fee, the license fee for the unpaid prior years" and the G.S. 87-22 processing fee; G.S. 87-22: "The Board shall require reexamination upon failure of a licensee to renew license within three years after expiration." No continuing-education requirement: Board Education page — "Mandatory Continuing Education was eliminated by the Board in 2012" and CE "is no longer required in order to renew licenses annually"; the CE rules 21 NCAC 50 .1401–.1404 carry the history note "Repealed Eff. December 31, 2012"; G.S. 87-22 says only that the Board "may adopt regulations requiring attendance at programs of continuing education as a condition of license renewal".
Home-improvement contract rule
None located beyond the home-solicitation statute. G.S. 25A-39(a): "the buyer has the right to cancel a home-solicitation sale until midnight of the third business day" after the day the buyer signs an agreement or offer to purchase that complies with G.S. 25A-40; 25A-39(b): "Cancellation occurs when the buyer gives written notice of cancellation to the seller" at the address stated in the agreement. G.S. 25A-38 defines a home-solicitation sale as a consumer credit sale of goods or services in which the seller or a person acting for the seller "engages in a personal solicitation of the sale at a residence of the buyer" and the buyer's agreement or offer is given there; it excludes a sale to a buyer who has previously engaged in a similar transaction with the seller, a sale under a preexisting revolving charge account, and a sale "negotiated on the premises of a fixed-location business" where the goods or services are offered for sale. No North Carolina statute requiring written residential home-improvement contracts, capping deposits or registering home-improvement contractors was located on ncleg.gov or ncdoj.gov in this pass. The NCDOJ Home Improvement page gives consumer guidance only ("Get a written contract"; "Don't pay large fees in advance"), directs licence checks for a "Plumber/HVAC installer" to www.nclicensing.org, and cites no statute.

What to confirm.

No field is unverified. Pending change seen: the Board home page gives notice of a public hearing on proposed rule changes on November 4 in Hendersonville (the linked notice file is named 21-50-0306.pdf; the notice shows 2027 while the Board's schedule shows 2026).
