This page lists what Arizona publishes about licensing an HVAC or mechanical contractor and contracting with homeowners: who issues the licence, whether one is required statewide, the classes and qualifications, insurance or bond minimums, reciprocity with other states, renewal and continuing education, and the state's home-improvement contract statute if it has one.
It is built for owners of residential HVAC companies, especially those hiring across a state line or opening a second territory. Every entry is a snapshot of what the cited source published on the verification date; it is a research starting point, not legal advice.
Arizona, field by field.
- Contractor licensing authority
- Arizona Registrar of Contractors (ROC), the licensing authority under A.R.S. Title 32, Chapter 10 (§32-1101 et seq.); "A contractor's license may be issued only by act of the registrar of contractors" (A.R.S. §32-1122(A)).
- HVAC licence required
- Statewide above threshold. A.R.S. §32-1151: "It is unlawful for any person, firm, partnership, corporation, association or other organization, or a combination of any of them, to engage in the business of, submit a bid or respond to a request for qualification or a request for proposals for construction services as, act or offer to act in the capacity of or purport to have the capacity of a contractor without having a contractor's license in good standing"; "contractor" includes a person who undertakes to "Provide mechanical or structural service for any such structure or improvements" and "Includes subcontractors, specialty contractors" (§32-1101(A)(3)). The handyman exemption, §32-1121(A)(14), covers work on one undertaking for which "the aggregate contract price, including labor, materials and all other items" (excluding unaltered plug-in electrical fixtures and appliances) is less than $1,000, and does not apply "In any case in which the performance of the work requires a local building permit", where the work is part of a larger operation or divided into contracts under $1,000, or to a person who advertises without the words "not a licensed contractor"; §32-1121(D) provides that the paragraph 4, 9 and 14 exemptions do not apply to fire-safety work or to work involving connection to natural gas, propane or other petroleum or gaseous fuel supplies. The ROC classification covering HVAC work (the C-39 / R-39 / CR-39 air conditioning and refrigeration series named by secondary sources) is Not verified — roc.az.gov, azroc.gov and the A.A.C. Title 4, Chapter 9 PDF on apps.azsos.gov returned HTTP 403 on 2026-10-14.
- Licence classes & qualifications
- Classification names and scopes: Not verified — the ROC licence-classification page and Arizona Administrative Code Title 4, Chapter 9 both returned HTTP 403 on 2026-10-14. Licences are issued as residential, commercial or dual (§32-1101(A)(2),(4),(10); §32-1126(A)).
- Insurance / bond minimum

Residential and dual licensees must also either furnish an additional $200,000 bond for claimant damages or participate in the Residential Contractors' Recovery Fund (§32-1152(C)), whose assessment is "not more than $600 during the biennial license period" (§32-1126(G)). - Renewal & continuing education

A licence "is suspended on the next business day following its renewal date by operation of law" unless a renewal application with a valid bond and the fee is received or postmarked on or before the renewal date (§32-1125(A)); a suspended licence may be reactivated and renewed within one year on payment of the renewal fee plus a $50 fee (§32-1125(B); §32-1126(D): "The penalty for failure to apply for renewal of a license within the time prescribed by this chapter is $50"); after one year a new application is required (§32-1125(B)).
