In Utah, HVAC licence: Statewide — a person engaged in the construction trades licensed under the chapter, as a contractor or otherwise… Residential contracts: No general home-improvement contract statute located. Renewal and CE: "Licenses expire on November 30th of odd years" (DOPL renewal page; FAQ: "All contractor licenses expire on November 30th, of each odd year")… Verified 2026-10-14; cites: Utah Code §§ 58-55-301(1)(a),(2)(l), 58-55-302(1)(e)(iii)-(iv),(vii), 58-55-302(2)(b), 58-55-302(3)(n), 58-55-302.5(1)(a),(2)(f), and others.
This page lists what Utah publishes about licensing an HVAC or mechanical contractor and contracting with homeowners: who issues the licence, whether one is required statewide, the classes and qualifications, insurance or bond minimums, reciprocity with other states, renewal and continuing education, and the state's home-improvement contract statute if it has one.
It is built for owners of residential HVAC companies, especially those hiring across a state line or opening a second territory. Every entry is a snapshot of what the cited source published on the verification date; it is a research starting point, not legal advice.
Utah, field by field.
- Contractor licensing authority
- Utah Division of Professional Licensing (DOPL), Department of Commerce, under the Utah Construction Trades Licensing Act (Utah Code Title 58, Chapter 55) and the Utah Construction Trades Licensing Act Rule (Utah Admin. Code R156-55a), both linked from DOPL's laws and rules page.
- HVAC licence required
- Statewide — a person engaged in the construction trades licensed under the chapter, as a contractor or otherwise, "shall become licensed under this chapter before engaging in that trade or contracting activity" (Utah Code § 58-55-301(1)(a)); "HVAC contractor" is a statutory licence classification (§ 58-55-301(2)(l)). DOPL issues it as classification H100 (HVAC Contractor): the updated H100 requirements apply under a rule effective March 30, 2026 to applications "submitted online or postmarked on or after" April 20, 2026 (DOPL contracting page); the rule filing (R156-55a amendment, Utah State Bulletin Vol. 2026 No. 4, February 15, 2026, Filing No. 57745; listed as effective March 30, 2026 in the April 15, 2026 bulletin) states that "the proposed amendment removes the S350 HVAC Contractor specialty license and, in its place, introduces the H100 HVAC Contractor license in Subsection R156-55a-301a(6)" as required by H.B. 442 (2025). The small-project exemption for alteration, repair, remodeling or improvement work "with a contracted or agreed value of less than $7,000, including both labor and materials, and including all changes or additions to the contracted or agreed upon work" (§ 58-55-305(1)(h)(i)) does not reach HVAC: "installation, repair, or replacement of a heating, ventilation, or air conditioning system (HVAC) on a Subsection (1)(h)(i) project must be performed by an HVAC contractor licensed by the division" (§ 58-55-305(1)(h)(ii)(F)); on the same projects, installation, repair or replacement of a residential or commercial gas appliance or combustion system must be performed by a person certified under § 58-55-308(2) (§ 58-55-305(1)(h)(ii)(B)).
- Licence classes & qualifications
- H100 HVAC Contractor (DOPL contracting page): "Qualifiers must hold RMGA or equivalent certification"; passage of the Utah Business and Law Exam and the HVAC (H100) Exam through Prov (DOPL's exam page lists "Utah HVAC Written" and "Utah Business and Law" with "No pre-approval is required to sit for these examinations"); "Two (2) years of HVAC-specific experience, verified by W-2 forms", with supporting documentation if a payroll agency or PEO is used; new application forms from April 20, 2026. Statute: an HVAC contractor applicant must show the applicant "completed two years full-time paid employment of HVAC specific experience" and "passed an examination the commission, with the concurrence of the director, established by rule" (§ 58-55-302(3)(n)); complete the 25-hour pre-licensure course (§ 58-55-302(1)(e)(iii); DOPL: "Specialty contractors require a 25-hour pre-licensure course") and, as an HVAC contractor, "a five-hour business and law course" unless the 25-hour course was completed before July 1, 2019 (§ 58-55-302(1)(e)(iv)); demonstrate financial responsibility by questionnaire or bond (§ 58-55-306(1)); and the applicant, or a business entity's individual qualifier and each individual with at least a 10% voting interest, must "consent to, and complete, a criminal background check" (§ 58-55-302(1)(e)(vii)) — DOPL states a fingerprint-based background check requirement takes effect January 1, 2027. Transition for S350 licensees, as published in the rule filing: "Any person holding an active S350 -- HVAC Contractor license in good standing as of January 1, 2026 shall be deemed to hold an H100-HVAC Contractor license in good standing for the remainder of the licensing period ending November 30, 2027"; an S350 qualifier active and in good standing is deemed an "Interim H100 Qualifier" until November 30, 2027 and must then apply as an H100 Qualifier; the rule's H100 Qualifier experience path is 4,000 hours over no more than five years as an employee of licensed H100, B100, S350, P200 or P201 contractors with at least 90% HVAC work, or licensure as a journeyman or master plumber (general or residential) (R156-55a-302g as proposed). DOPL's general FAQ statement that "No experience is required for a specialty contractor license" predates H100 and is displaced for HVAC by § 58-55-302(3)(n).
- Insurance / bond minimum
- General liability insurance with "minimum required coverage of $1,000,000 for each incident and $2,000,000 in total", DOPL listed as certificate holder (DOPL specialty contractor page); the contracting page states $1 million per occurrence and $2 million aggregate apply to all contractors from April 20, 2026; statute: "proof of public liability insurance in coverage amounts and form established by rule" (§ 58-55-302(2)(b)(ii)). Workers' compensation certificate naming DOPL, or a Workers' Compensation Coverage Waiver from the Utah Labor Commission for a licensee without employees (DOPL; § 58-55-302(2)(b)(i)). No bond is required for licensure unless the applicant elects a bond to show financial responsibility (§ 58-55-306(1)(b)) or DOPL requires one after finding an unincorporated entity's owners lack financial responsibility (§ 58-55-306(5)(b)(iii)).
- Reciprocity
- "Utah does not have reciprocity." Utah instead allows licensure by endorsement for a person licensed as a contractor in another U.S. state, territory or district (DOPL FAQ; the specialty contractor page refers to an "Endorsement to Utah: Contractor" document). The states and conditions: Not verified — DOPL's endorsement map/document listing the states was not read, and the additional-forms page lists no endorsement form.
- Renewal & continuing education
- "Licenses expire on November 30th of odd years" (DOPL renewal page; FAQ: "All contractor licenses expire on November 30th, of each odd year") — "a two-year renewal cycle established by rule" (§ 58-55-303(1)(a)); at renewal a contractor shows "completion of six hours of approved continuing education" (§ 58-55-303(2)(b); § 58-55-302.5(1)(a)) — DOPL: 3 hours core and 3 hours core or professional, at most 3 hours online (CE page), 3 hours taught live (renewal page) — and for an HVAC contractor "at least three of the six hours described in Subsection (1) shall include continuing education directly related to the installation, repair, or replacement of a heating, ventilation, or air conditioning system" (§ 58-55-302.5(2)(f)); an active liability insurance certificate and a workers' compensation certificate or Labor Commission waiver are submitted at renewal (DOPL renewal page); a licence expired more than two years must be reinstated rather than renewed (DOPL renewal page).
- Home-improvement contract rule
- No general home-improvement contract statute located. Utah Code Title 13, Chapter 50 (Residential Construction Contracts Act) reaches only "repair work" — "any work done to siding, gutters, a roof system, or a window system to repair damage caused by wind or hail" (§ 13-50-102(2)) — and lets the owner cancel within five business days after receiving written notice that the insurance claim is denied (§ 13-50-202), with the written contract required to include that notice and a detachable "NOTICE OF CANCELLATION" (§ 13-50-203); HVAC work is outside its definition. DOPL's Residential Construction Agreement (dated May 29, 2025) is a template — "This agreement is optional." — and cites Title 38, Chapter 11 (Residence Lien Restriction and Lien Recovery Fund Act) for owner lien protection; the Division of Consumer Protection's home-improvement page advises "Be sure to obtain a written agreement" and states "Contractors in Utah are required to obtain a license and liability insurance" without citing a statute requiring a written contract. No deposit cap located.
