[ 01 ]WHAT THIS PAGE ISSCOPE

This page lists what Illinois publishes about licensing an HVAC or mechanical contractor and contracting with homeowners: who issues the licence, whether one is required statewide, the classes and qualifications, insurance or bond minimums, reciprocity with other states, renewal and continuing education, and the state's home-improvement contract statute if it has one.

It is built for owners of residential HVAC companies, especially those hiring across a state line or opening a second territory. Every entry is a snapshot of what the cited source published on the verification date; it is a research starting point, not legal advice.

[ 02 ]THE STATE RULEDATASHEET

Illinois, field by field.

Contractor licensing authority
None at state level. The Illinois Department of Financial and Professional Regulation's list of regulated professions and industries (read 2026-10-14) contains no heating, ventilation, air-conditioning, mechanical-contractor or refrigeration licence (its construction trade entries are Roofing Contractor and Qualifying Party Roofing Contractor). Licensing is municipal: 65 ILCS 5/11-32-1 provides that the corporate authorities of each municipality may "provide for examination, licensing and regulation of heating, air conditioning and refrigeration contractors; and fix the amount of license fees, not exceeding $50", and may appoint a board of examiners; a contractor "properly licensed under paragraph (2) of this section in the municipality of his principal place of business in this State may install heating, air conditioning and refrigeration systems in any other municipality without securing an additional license", provided it complies with that municipality's rules. The Illinois Attorney General's publication "Home Repair and Construction: What You Should Know" (Rev. 09/23) tells homeowners to "Contact your local village hall or township to find out if there is a license requirement".
HVAC licence required
None at state level; municipal licences where adopted. IDFPR's licensed-professions list includes no HVAC, mechanical or refrigeration contractor licence. 65 ILCS 5/11-32-1 (as amended by P.A. 102-538, eff. 8-20-21) authorizes municipalities to regulate the construction, installation, alteration, inspection, testing and maintenance of heating, air conditioning and refrigerating systems and to license "heating, air conditioning and refrigeration contractors", defined as "any person engaged in the business of installing, altering or servicing heating, air conditioning or refrigerating systems" (and public utilities that install them), excluding fuel suppliers that service appliances as part of supplying fuel, liquefied petroleum gas dealers and registered or licensed electrical contractors; for this section an "air conditioning system" is a unit with a rated heat removal capacity in excess of 20,000 Btu per hour (or any unit installed so that it projects from a building over pedestrian traffic), and a "refrigerating system" excludes units used for household purposes. A municipal licence from the contractor's home municipality permits installation in other municipalities without an additional licence, subject to local rules. The municipal requirements themselves were not read.
Licence classes & qualifications
None at state level — no state HVAC licence class exists on the IDFPR list read; municipal licence classes, examinations and qualifications (65 ILCS 5/11-32-1) vary by municipality and were not read.
Insurance / bond minimum
No state licence bond. For home repair and remodeling work, 815 ILCS 513/25 (Insurance required): "Any person engaged in the business of home repair and remodeling shall obtain and maintain in full force and effect during the operation of the business public liability and property damage insurance in the amount of $100,000 per person and $300,000 per occurrence of bodily injury and $50,000 per occurrence for property damage, unless the person has a net worth of not less than $1,000,000" shown by a financial statement prepared within 13 months; since January 1, 2001 the same persons must also maintain $10,000 per occurrence of coverage for home repair or remodeling not in conformance with applicable state, county or municipal codes (same net-worth exception). "Home repair and remodeling" under 815 ILCS 513/10 includes central air conditioning, central heating, boilers and furnaces in a residence of six or fewer units, other than maintenance, service or repairs under $500. The Attorney General's publication tells homeowners to "Be sure your contractor has the required personal liability, property damage, and worker's compensation insurance". Municipal bond or insurance requirements were not read.
Reciprocity
None at state level — no state HVAC licence exists to which reciprocity could apply; 65 ILCS 5/11-32-1 lets a contractor licensed by the municipality of its principal place of business install systems in other Illinois municipalities without an additional licence, subject to local rules.
Renewal & continuing education
None at state level — no state HVAC licence exists; municipal licence terms and any continuing education were not read.
Home-improvement contract rule
Illinois Home Repair and Remodeling Act, 815 ILCS 513 (P.A. 91-230, eff. 1-1-00), read at ilga.gov. § 513/10: "home repair and remodeling" covers fixing, replacing, altering, converting, modernizing, improving or adding to a residence (six or fewer units), including "central air conditioning, central heating, boilers, furnaces", "other than maintenance, service, or repairs under $500"; the Act does not apply to original construction or to the installation or connection of home appliances by employees of the merchant that sold them. § 513/15: "Prior to initiating home repair or remodeling work for over $1,000", the contractor "shall furnish to the customer for signature a written contract or work order that states the total cost, including parts and materials listed with reasonable particularity and any charge for an estimate", plus the business name and address (and the residence address if a post office box, mail receiving service or agent is used). § 513/15.1: before a contract is executed the contractor must disclose any binding-arbitration or jury-trial-waiver clause, and the consumer must accept or reject each clause by signing and writing "accept" or "reject" in the margin, failing which the clause is void. § 513/20: for any contract over $1,000 the contractor must provide the "Home Repair: Know Your Consumer Rights" pamphlet before execution and obtain a signed and dated Consumer Rights Acknowledgment Form (for contracts of $1,000 or under the pamphlet is provided without an acknowledgment). § 513/22: a person age 65 or older who buys from an uninvited solicitor at home may cancel "within 15 full business days following the day on which the contract was signed". § 513/18(e)-(h): a contract to be paid from property-insurance proceeds may be cancelled until midnight of the earlier of the fifth business day after the insurer's written notice that the loss is not covered or the thirtieth business day after the insurer receives a proof of loss, with a 10-point boldface notice and a detachable "NOTICE OF CANCELLATION" form and refund within 10 days. § 513/30 gives a private action under § 10a of the Consumer Fraud and Deceptive Business Practices Act; § 513/35 makes any violation a Consumer Fraud Act violation enforceable by the Attorney General or a State's Attorney; § 513/31 (P.A. 104-33, eff. 8-1-25) makes any attorney's-fee clause reciprocal. In-home sales: 815 ILCS 505/2B — where a sale of merchandise "involving $25 or more" is made to a consumer by a seller "physically present at the consumer's residence", the consumer may cancel "within 3 full business days following that day on which the contract was signed"; the contract must carry, in bold face type of at least 10 point, "YOU, THE CONSUMER, MAY CANCEL THIS TRANSACTION AT ANY TIME PRIOR TO MIDNIGHT OF THE THIRD BUSINESS DAY AFTER THE DATE OF THIS TRANSACTION" and an attached NOTICE OF CANCELLATION form (three business days, the same window as the federal rule); the Attorney General's fact sheet states that an emergency waiver of this right must be a separate dated, signed statement in the consumer's own handwriting. No deposit cap and no state home-improvement contractor registration appear in the Act or on the pages read.
