[ 01 ]WHAT THIS PAGE ISSCOPE

This page lists what Missouri publishes about licensing an HVAC or mechanical contractor and contracting with homeowners: who issues the licence, whether one is required statewide, the classes and qualifications, insurance or bond minimums, reciprocity with other states, renewal and continuing education, and the state's home-improvement contract statute if it has one.

It is built for owners of residential HVAC companies, especially those hiring across a state line or opening a second territory. Every entry is a snapshot of what the cited source published on the verification date; it is a research starting point, not legal advice.

[ 02 ]THE STATE RULEDATASHEET

Missouri, field by field.

Contractor licensing authority
None at state level for HVAC. The Missouri Division of Professional Registration's "Listings of Boards" page lists its boards and professions (Accountancy through Veterinary, including "Electrical Contractors") and contains no HVAC, mechanical, heating, air-conditioning or refrigeration board, and RSMo Chapter 324 on the Revisor of Statutes contains no mechanical contractor sections. Bills to create a "Missouri Statewide Mechanical Contractor Licensing Act" with an "office of mechanical contractors" within the Division of Professional Registration (proposed §§ 324.950–324.983) have been introduced but not enacted: SB 523 (103rd General Assembly, First Regular Session, 2025), SB 957 (Second Regular Session, 2026) and HB 2659 (2026). SB 523 defines "Local license" as a valid business or occupational licence issued by a political subdivision of this state.
HVAC licence required
Local only — no statewide HVAC or mechanical contractor licence exists: the Division of Professional Registration's board list has no HVAC or mechanical board, and the proposed statewide licensing sections (§§ 324.950–324.983) do not exist on the Revisor of Statutes as of 2026-10-14 (the Revisor returns a does-not-exist page for § 324.950). SB 523 (2025) would have left local licensing in place (proposed § 324.962: a political subdivision is not "prohibited from establishing a local mechanical contractor's" licence); it and the 2026 successor bills SB 957 and HB 2659 were introduced and not enacted.
Licence classes & qualifications
None at state level — no state HVAC or mechanical licence class, exam or experience requirement exists on the official pages read; local jurisdictions' requirements were not read in this pass.
Insurance / bond minimum
Not stated in this pass — no state HVAC licence, so no state-level insurance or bond minimum is published.
Reciprocity
None published — no state HVAC licence exists to reciprocate.
Renewal & continuing education
No CE requirement published — no state HVAC licence exists.
Home-improvement contract rule
No home-improvement contractor registration statute and no general home-improvement contract statute were located on official sources (RSMo Chapter 324 on the Revisor lists no home improvement contractor sections). RSMo § 407.725 ("Work and services for insured persons, contractors not to induce sales") covers a contractor who contracts with an owner or possessor of residential or commercial real estate to repair or replace roof systems or perform "any other exterior repair, replacement, construction, or reconstruction work" to be paid from a property and casualty insurance policy: the insured may cancel before "midnight on the fifth business day" after receiving written notice from the insurer that the claim is not covered; the contractor must give a boldface statement of at least ten-point type and a detachable "NOTICE OF CANCELLATION" form completed in duplicate, must tender refunds within ten days of cancellation, and may not "advertise or promise to pay or rebate all or any portion of any insurance deductible"; a violation "shall be considered an unfair practice pursuant to the Missouri merchandising practices act" (RSMo § 407.020). RSMo §§ 407.700–407.710 (home solicitation sales) apply to a consumer credit sale of goods or services personally solicited at the buyer's residence (sales of real property excluded); the seller must obtain the buyer's signature on a written agreement dated the day the buyer signs, and the buyer may cancel by mailing notice "within 3 business days following" the transaction date under a 10-point boldface "NOTICE OF CANCELLATION"; the Attorney General's "Consumers, Take Action" booklet states "If you sign a home-solicited credit sales contract, you may cancel the sale if you send a written notice to the company within three business days after the date of transaction" and notes exceptions for emergency home repairs. No deposit cap located.

[ 04 ]BEFORE YOU RELY ON ITCONFIRM

What to confirm.

Confirm with the city or county where work is performed which local mechanical/HVAC contractor licence and permits apply (the Local-only status rests on the absence of any HVAC or mechanical board from the Division of Professional Registration's list and of any mechanical contractor sections from RSMo Chapter 324 on the Revisor; no official page affirmatively states that Missouri does not license HVAC). Pending change: the Missouri Statewide Mechanical Contractor Licensing Act was introduced again in the 2026 session as SB 957 and HB 2659 (proposed §§ 324.950 et seq.); neither appears in the Revised Statutes as of 2026-10-14, so check the General Assembly for enactment before relying on this row after the 2026 session.
