[ 01 ]WHAT THIS PAGE ISSCOPE

This page lists what Oklahoma publishes about licensing an HVAC or mechanical contractor and contracting with homeowners: who issues the licence, whether one is required statewide, the classes and qualifications, insurance or bond minimums, reciprocity with other states, renewal and continuing education, and the state's home-improvement contract statute if it has one.

It is built for owners of residential HVAC companies, especially those hiring across a state line or opening a second territory. Every entry is a snapshot of what the cited source published on the verification date; it is a research starting point, not legal advice.

OAC 158:50-1-3(b): air conditioning, sheet metal and heating do not include work on "a portable or self contained ductless air conditioning or heating unit that has a cooling capacity of less than two and one-half (2 1/2) tons or a heating capacity of 36,000 British Thermal Units per Hour (Btu/h) or less"; OAC 158:50-1-2 limits "Minor repairs and maintenance" to work "prescribed in the manufacturer's operating instructions to be performed by the equipment owner" and excludes any work on natural gas piping, gas controls, manufacturer-installed controls and components or the vent. §1850.15: a licence "shall be valid statewide; however, a person or entity who is licensed locally and only performs work in such locality shall not be required to be licensed hereunder." Political subdivisions may appoint inspectors, require permits and fees, and "may require contractors to register within their jurisdiction" (§1850.12).
Licence classes & qualifications
Licences are issued as journeyman, contractor or inactive contractor in the categories HVAC limited or unlimited, Natural Gas Piping, Process Piping, Refrigeration, Sheet Metal, Ground Source Piping, Fueled Hearth Product Work, and journeyman-only Limited Residential, Limited Residential Installer, Petroleum Refinery Process Piping and Medical Gas (OAC 158:50-5-1). Journeyman: at least eighteen with "three (3) years of verifiable experience in the mechanical trade in the category for which he or she is applying" (one year equals 2,000 hours, 158:50-1-2) or a Committee-approved program plus reduced experience, down to one year of experience with a 1,000-hour program (158:50-9-1(b)(1)); contractor: "Applicants for a contractor license must meet the same requirements as a journeyman with an additional one (1) year of experience" (158:50-9-1(b)(2)) and "must pass both portions (business/law and trade) of the contractor license exam" (158:50-9-1(c)(2)); examinations administered by PSI (CIB Testing and Exam Information page; application form); a failed applicant waits thirty days after a first failure and ninety days after a second (59 O.S. §1850.6(B); 158:50-9-1(c)(1)). Insurance / bond minimum
Active mechanical contractor: "A corporate surety bond, (the 'bond') in the sum of five thousand dollars ($5,000.00) payable to the Oklahoma Construction Industries Board", continuous with thirty days' cancellation notice and "in lieu of filing a bond with each municipality where the contractor works" (OAC 158:50-5-3(a)(1)-(3)), and a certificate of insurance "which indicates a minimum general liability policy of $50,000" with the CIB added as certificate holder (158:50-5-3(b)); CIB Active Contractor Requirements page: a "five thousand dollar ($5,000.00) Corporate Surety Bond" and "a minimum of $50,000.00 commercial general liability insurance", with "The certificate holder is the Construction Industries Board." Waived for an inactive contractor or a contractor covered by an employer affidavit limiting work to the employer's own property (158:50-5-3(c)); failure to maintain bond and insurance results in a temporary inactive licence (158:50-5-3(d)); the Board's rulemaking authority includes "establishing bonding and insurance requirements precluding municipal requirements" (59 O.S. §1850.3).
Reciprocity
By written agreement only — OAC 158:50-9-6(a): an applicant licensed in another state "shall first submit an application to the Construction Industries Board on a form provided by the Board and confirm that a written reciprocity agreement exists between the applicant's state and Oklahoma for the license the applicant is seeking"; the applicant must have practiced lawfully in that state for the year before applying and hold a licence obtained by examination (158:50-9-6(c)(3), (5)); a contractor applicant is granted a journeyman licence by reciprocity and "will be issued a contractor license upon successfully passing the Oklahoma Mechanical Contractor Business and Law portion of the full contractor examination" and meeting the bond and insurance rule (158:50-9-6(e)). OAC 158:50-9-4.1 offers exam equivalency for licensees of states without an agreement or without statewide licensing, where the Board has approved that jurisdiction's exam: a certified letter showing a current licence in good standing obtained with a score of "70% or higher" and no pending discipline; the Oklahoma business and law section is still required. No partner states for the mechanical trade are named on the CIB mechanical pages read; the CIB site's reciprocity item is an Arkansas plumbing agreement.
Renewal & continuing education
Annual — 59 O.S. §1850.8(B): "No license shall be issued for longer than one (1) year and all licenses shall expire on the last day in the birth month of the licensee" (also OAC 158:50-9-3(a)); licences renewed more than thirty days after expiration require the renewal fee and a late penalty (§1850.8(B); 158:50-9-3(d)); renewal fees $200 contractor / $75 journeyman, late fees $100 / $25 (158:50-9-2(b)); a contractor may place the licence on inactive status "by paying the annual renewal fee and eliminating the bonding and insurance requirements" (§1850.8(B)). Home Repair Fraud Act, 15 O.S. §765.2 and §765.3: "home repair" means "the fixing, replacing, altering, converting, modernizing, improving of or the making of an addition to any real property" primarily designed or used as a residence, and "shall include, but not be limited to, the construction, installation, replacement or improvement of" listed items including "air conditioning systems, heating systems, boilers, furnaces, hot water heaters"; it excludes the sale, installation, cleaning or repair of carpets, the sale of goods by a merchant who performs no installation work, work on a home appliance "when the person replacing, installing, repairing or connecting such home appliance is an employee or agent of the merchant that sold the home appliance", and landscaping (§765.2(A)(1)); "Nothing in the Home Repair Fraud Act shall be construed to apply to original construction of single or multiple family residence" (§765.2(B)). §765.3(A) makes it home repair fraud to, knowingly or with reason to know, misrepresent a material fact in a home repair consumer transaction or the condition of the property, use deception or false promises to induce the transaction, require "payment for the home repair at a price which unreasonably exceeds the value of the services" and materials, damage property to induce a transaction, or pose as an agent of a government or public utility; §765.3(B): a person convicted "shall be guilty of a Class D1 felony offense" (section amended by Laws 2025, HB 2104, c. 486, §348, effective January 1, 2026). OAC 158:50-5-4(c): "The Mechanical Contractor State License Number must be displayed on all advertising, contracts, and bids"; the CIB consumer page states "Always obtain a written contract before you allow work to begin on your property" and cites no statute. None of §765.2, §765.3, OAC 158:50 or the CIB pages read requires a written home-repair contract, sets a cancellation period or caps deposits.

Not read: 15 O.S. §765.1 (the researcher's statement that a violation of the Act is an unlawful business practice under the Consumer Protection Act) and §765.4 — OSCN returned a bot-verification page on 2026-10-14 and 2026-10-20, and the OSCN Title 15 index was blocked on 2026-10-14, so Title 15 could not be searched for other home-repair contract provisions. Pending change: HB 3790 (2026 session), the "Homeowner Repair Contract Protection Act", would allow a five-day voidable contract period for homeowners in repair contracts; it passed the House 82-4 on March 3, 2026 and was reported Do Pass by the Senate Business and Insurance Committee on April 16, 2026, with no Senate passage shown on the legislature's bill page as of 2026-10-14.
